Offer subsidies like the French Government (they have dedicated FF10 Billion to getting SME's and Education on to high speed services)
Get BT to use a cost base formula when offering competitive telephone companies their lines for rolling out xDSL services (did you know - that of the 35 million lines available for unbundling eg - a competitor could use those lines to deliver xDSL - only 150ish lines have been unbundled - this is deplorable!
Renationalise the local loop - it ain't in BT's interests to give access to competititors or kill a good business cash cow like leased lines or ISDN -they make a ton of money from these services so why don't the Govt buy it back from them and give everyone an even playing field.
Let local councils and development agencies spend European money to subsidise deployment of high speed services (did you see every small business in Coventry and Warwickshire can get a 512Kbit service from the initiative CW2000 for absolutely nothing for up to 2 years - now what a great idea!)
